The problem
Three moments that still run on e-mail and spreadsheets
- Selection. Reviews arrive by e-mail, conflicts of interest are handled from memory, the committee ranks on a projected spreadsheet.
- Money over three to five years. The grant agreement is a Word file, the instalments live in Excel, accounting records a payment with no link to the report that triggers it.
- Control. The statement of use of funds (French “CER”), the statutory auditor and the French Court of Audit (Cour des comptes) ask for an audit trail rebuilt every year.
